BLS hourly figures are annual wages divided by 2,080 hours. The percentile rows cover all craft and fine artists, because the Bureau publishes them for the group; the median row is for fine artists, including painters, sculptors and illustrators, alone. BLS counts 58% of craft and fine artists as self-employed, and projects the illustrator occupation to shrink 3% by 2035, naming AI-generated illustration as the reason. The same federal data shows where the money is: employed artists in film and sound recording earn a $132,950 median, independent artists $49,100.

What you have to charge to earn a US illustrator's wage
The employed median is a salary. As a freelancer you pay both halves of payroll tax, your own health cover and your software and hardware, and you only bill part of the hours you work. These are the rates that close that gap.

How those numbers are built
A 40-hour week with six weeks off is 1,840 working hours. At 60% billable, once you count sketches clients reject, portfolio work, social posting, client email and invoicing, that is 1,104 hours you can charge for. Add $6,000 of expenses (tablet, software, fonts, stock) and $7,200 of health cover, then self-employment tax at 15.3% on 92.35% of profit, and gross up for the platform fee. Upwork's expert rate sits below the federal floor
Upwork's own label for an expert illustrator is $30 an hour. That is under the $49 a US freelancer needs just to match the lowest-paid tenth of employed artists, and well under half the $77 median break-even. The band is a worldwide average, so it is set by supply from countries with a fraction of US living costs. Quoting to it from the US is not competitive pricing; it is a pay cut you fund yourself.

Usage is the second half of the price
The hours pay for making the image. A usage fee pays for what the client does with it. A portrait for someone's wall and the same portrait printed on 20,000 cans of a craft soda take the same time to paint, and only one of them earns the client money. Write the rights into the quote: where it runs, for how long, whether it is exclusive, and whether the client may alter it.
There is no single official percentage, and anyone quoting one to the decimal is guessing. What is consistent is the direction: personal use carries no usage fee, editorial use a modest one, and packaging, advertising, merchandise and buyouts of all rights carry the most. Commissions and client work are different price lists
A fan commission for a character sheet is personal use, sold to an individual, and priced as a menu: sketch, flat color, full render, extra character. The beginner row is not a typo. At $15 an hour, overhead and self-employment tax eat almost the whole year. The way up is not more hours; at 1,104 billable hours you are already near what a working illustrator can sell. It is a higher rate on work where the client values the image: publishing, packaging, games, brand mascots, and the licensing that goes with them.

Set your illustration rates in four steps
Find your floor
Work out the hourly rate that clears the take-home you need. For the US median it is about $77 on an 8% platform. It is a floor, not a headline.
Time your pieces
Log the hours on your last five pieces of each type, from brief to final file, including the revision round. Those hours, not guesses, go into the builder.
Add usage and terms
Write down a usage fee for commercial rights, a rush definition and surcharge, a revision limit, and a deposit, usually half before you start.
Publish as packages
